Three People Indicted In Hamblen County Following Sexual Exploitation of a Minor Investigation

HAMBLEN COUNTY – An investigation by special agents with the Tennessee Bureau of Investigation has resulted in the indictment of three individuals in connection to an investigation involving inappropriate sexual contact with a minor.

On June 25th, at the request of 3rd Judicial District Attorney General Dan Armstrong, TBI special agents began investigating allegations involving Allen Fox (DOB: 10/17/84). During the course of the investigation, agents developed information that Fox had been engaged in sexual activity with a juvenile since December 2022.

The investigation also revealed that two of Allen Fox’s relatives, Kristen Fox (DOB: 07/06/88), and the director of Hamblen County Juvenile Court Services, Cynthia Doty (DOB: 12/03/64), had knowledge of the ongoing relationship and did not report it to authorities.

On September 14th, the Hamblen County Grand Jury returned indictments charging Allen Fox with one count of Sexual Exploitation of a Minor and one count of Aggravated Statutory Rape. Kristen Fox was indicted on Facilitation of Aggravated Statutory Rape and one count of Fail to Report Known or Suspected Child Sexual Abuse. Cynthia Doty was indicted on one count of Fail to Report Known or Suspected Child Sexual Abuse and one count of Accessory After the Fact. All three were arrested and booked into the Hamblen County Jail. Allen Fox is being held on $100,000 bond. Kristen Fox and Cynthia Doty were each booked on $10,000 bond.

The charges and allegations referenced in this release are merely accusations of criminal conduct and not evidence. The defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt and convicted through due process of law.
